General Summary:Oversees day to day operations of Laboratory as delegated by the Laboratory Director. Ensures performance of all requested qualitative and quantitative routine and special analyses of blood (e.g., red and white cell counts, differential smear counts, hematocrit testing) on blood specimens, smears and urinary specimens and/or exudates specimens, in hematology, chemistry, serology, and procedures, to aid in treatment of injury or disease. Ensures all testing is verified per quality assurance/CQI standards; and abnormal variations are reported. Ensures patient specimens are accessioned in accordance with established clinical protocols. Ensures specimens are received, labeled and processed and data is entered in computerized system. Ensures daily maintenance and quality assurance/CQI procedures are followed in accordance with established institutional and regulatory protocols. Ensures Department of Health and CLIA standard are met. Ensures cleanliness of equipment and general working area, and clinical supplies are stocked. Ensures proper equipment operation, obtaining maintenance as needed. Makes recommendations on new equipment. Ensures equipment is interfaced to LIS system and that LIS system is maintained and has proper security and back-up. Ensures interfaces between NSMG LIS, LIS and Epic are working appropriately and implements CQI programs to monitor interface reliability. Oversees Point of Care testing program in all North Shore Medical Group departments. Develops and maintains systems to forward specimens to laboratories. Acts as liaison between laboratories and physicians on all laboratory issues and results reporting. Provides support to physicians with regard to questions on laboratory testing. Principal Duties & Responsibilities (Competencies): 1. Oversees day to day operations of Laboratory as delegated by the Laboratory Director. 2. Hires, trains, evaluates and disciplines staff. Ensures adequate level of staffing at all times. 3. Writes and maintains policy and procedure manuals. 4. Ensures laboratory is compliant with all Department of Health standards. 5. Ensures performance of all assigned qualitative and quantitative routine and special analyses of patient specimens potentially inclusive of, but not limited to, red/white cell counts, differential smear counts, hemoglobin determinations sedimentations rates; quantitative of clotting factors/coagulation testing and cellular urinary sediment analysis in accordance with established section policies and procedures to provide diagnostic data for medical evaluation. Sorts, spins and separates specimens for analysis. Also performs tests in chemistry, serology, and immunology. Ensures all required documentation is completed and all required quality assurance/CQI procedures is performed. Ensures all requisite data is logged, entered, verified and validated in computerized clinical system/manual records. Ensures abnormal findings (“panic values”) are reported immediately to physician. 6. Ensures patient specimens are labeled and processed and entered into section computerized system in accordance with established procedures. Maintains all documentation and logs all information in accordance with set procedures. 7. Ensures ongoing daily quality assurance/CQI functions are performed in accordance with established policies and procedures to ensure safety/environmental/infection control and compliance with accreditation/regulatory guidelines used for cell counting. 8. Ensures work area quality, maintenance of files and statistics. 9. Purchases new equipment and ensures maintenance of existing equipment. 10. Ensures Laboratory is complaint with all Department of Health and CLIA standards. Prepares for and participates in state inspections and reports findings to Administration. 11. Oversees Point of Care testing program- Long Island departments. 12. Ensures interfaces between equipment, NSMG LIS, LIS and Epic are working appropriately and implements CQI programs to monitor interface reliability. Oversees Point of Care testing program in all Long Island departments. 13. Acts as liaison between laboratories and physicians on all laboratory issues and results reporting. Knowledge, Skills and Abilities Required: 1. Bachelors degree in medical technology; six years experience in an accredited laboratory;membership in American Society of Clinical Pathologists (ASCP). 2. Good interpersonal manner to oversee department, supervise staff and communicate effectively with physicians. 3. Work requires manual dexterity for use of computer keyboard and computerized equipment. Light lifting of clinical supplies may be required. Adequate physical control necessary when required to perform venipuncture. Working Conditions: 1. Incumbents work under clinical conditions, which involve exposure to blood and body fluids, demonstrated biohazardous substances. Incumbents required to wear requisite protective equipment during specimen handling/processing. Potential exposure to low-level radioactive materials, toxic materials.
