Position Description:Full accountability for implementing and managing the overall Talent Acquisition strategy and function for Fedcap Rehabilitation Services. Position Summary:Reporting to the Vice President of Human Resources, the Talent Acquisitions Manager (TAM) will leverage best practices in the staffing industry to manage the day-to-day operations of the agency’s staffing needs. The main responsibility is managing the full cycle recruitment process, including all on-boarding and off-boarding related activities for Fedcap’s workforce. The TAM will also head up employment marketing initiatives, co-branding campaigns, internal referral programs, develop employee engagement metrics and retention programs. Essential Functions:1. Work with internal teams and hiring managers to ensure the recruitment and placement of highly qualified candidates in accordance with clients’ workforce, budgets and position description requirements.2. Consult with senior management, Human Resource Business Partners (HRBPs) and their respective hiring managers to understand business needs, department’s staffing forecast and position requirements to facilitate strategic recruitment efforts.3. Develop and implement a comprehensive strategy that encompasses a variety of recruitment tactics, including, but not limited to, job posting optimization, marketing channel development (digital and non-digital), job board procurement, community based organizations, educational institutions, social media and advertising to identify a diverse pool of qualified candidates to meet current and future recruitment needs.4. Manage the internal recruitment process to ensure that employees are considered and receive appropriate feedback on their candidacy. Coordinate with management the internal mobility process and the assessment of employees for different or more senior roles.5. Research, design and collaborate with HRBPs to execute an onboarding process that provides an engaging experience for new employees—ensuring that new hires are properly informed of role expectations. Prepare and deliver manager training on their role in the onboarding process.6. Research industry/market salaries, conduct Interview Skills Manager trainings and counsel management on the staffing process including creating requisitions, selection and salary determination.7. Collaborate with HRBPs to conduct orientation meetings with new staff and client workers.8. Develop and manage relationships with third party recruitment agencies and staffing firms to manage the procurement and service level engagement process.9. Gather, analyze and report out on metrics and data related to internal and external churn, cost-per-hire, retention, attrition etc. Develop action plans designed to improve the quality of candidates hired.10. Prepare and capture needed information for submissions of annual AAP, EEO-1, VETS–100 and OFCCP reports.11. Participate in employment events, internal recruitment days, external career fairs and networking events.12. Perform other duties as assigned. Knowledge, Skills & Abilities:1. Knowledge of and ability to follow Agency mission, philosophy, policies and procedures;2. Ability to maintain confidentiality and an understanding of privacy rules;3. Knowledge of government laws and regulations, state and local current employment laws concerning recruitment, EEO, ADA, etc.;4. Proven experience in providing excellent customer service, delegating and motivating others as well as excellent interpersonal and team skills;5. Ability to organize, plan and monitor the activities of one or more areas—multi-program project management;6. Possess excellent written and verbal communication skills as well as the ability to interface in a professional manner with all levels of management;7. Proven success utilizing creative and innovative recruiting tactics such as internet recruiting and community organizations;8. Excellent organizational skills and the ability to produce accurate work and attend to details;9. Demonstrated ability to analyze, make decisions and resolve situations/problems effectively within the scope of responsibilities;10. Sensitivity and patience in dealing with individuals with disabilities as well as being able to adapt to potentially stressful situations;11. Ability to prepare and manage budgets as well as forecast expenses;12. Possess strong computer skills and a variety of software packages, i.e. Microsoft Office, HRIS, etc. including spreadsheet navigation and the ability to develop metrics and reports. Qualifications:Education: Bachelor’s degree in Human Resources Management, Business Administration, Psychology or related field. Master’s preferred.Experience: Seven years’ experience in talent acquisition/recruitment at a manager level.Certification: PHR or SPHR preferred.ORAn equivalent combination of related education and experience.
