Responsibilities Reporting to the Director of Finance and Budget, the Finance Manager will be responsible for the following: Supervise a team of four (4) budget officers, who oversee program and departmental budgets totaling over $80M with over 100 grants and contracts. Oversee grants and contracts management systems which include the following: maintenance of a fund system of cost centers in Microsoft Dynamics SL, Vera's finance and accounting system, to track revenues and expenses for grants and contracts against budgets; manage cost allocation plans; supervise processes of budget modifications, grants and contracts reporting, revenue vouchering, drawdowns for Federal awards, and the filing of the quarterly SF 425 reports. Ensure Vera is in compliance with terms and regulations governing its grants and contracts from post-award to closeout. Supervise the regular monitoring of grant/contract revenue and expense budget-to-actuals and report to the Director of Finance and Budget; work with budget officers and program directors on proactive forecasting with regular reports to Director of Finance and Budget for options and decision making. Partner with Director of Finance and Budget in design and preparation of relevant financial reports, analysis, and indicators for senior leadership; assist with development of budget-to-actual reports for program leadership and oversee their implementation and delivery. Maintain a list of current awards and outstanding proposals that have been submitted and are pending submission. Completion of annual SEFA (Schedules of Expenditures of Federal Awards) for Vera's Single Audit of Federal Awards. Lead budget team in grant close-outs and year-end close-outs in preparation of annual audit; work closely with Accounting Manager so as to ensure budget priorities and accounting priorities are in sync for the annual audit; oversee funder audits. Manage own caseload of department/program budgets. Fill in and assist budget team where needed in budget preparation for proposals, grant reporting, or invoicing. Other duties as assigned by Director of Finance and Budget. Qualifications BA/BS/BBA in accounting, finance, or other related business field. 5+ years of prior experience in managing and supervising others strongly preferred. Excellent interpersonal, verbal and written communication skills; must be able to effectively communicate financial information in a way that is easy to understand. Strong organizational skills, and the ability to organize, prioritize, multi-task, and work under deadlines. Ability to work in a collaborative team environment; patient and approachable. Excellent customer service skills. Experience with managing grants and contracts, including Federal, State, City, and foundations in a not-for-profit or social service setting is a must. Experience with cost recovery, performance based, rate based, and deliverable grants/contracts; familiar with using MOBIS rates. Familiarity with generally accepted accounting principles (GAAP) for not-for-profit organizations as well as Uniform Guidance for Federal awards. Advanced knowledge of Excel; knowledge of other Microsoft Office Suite programs Outlook and Word. Experience with Microsoft Dynamics SL is a plus.
